On April 22, 2022, the John F. Kennedy Library Foundation named Cheney a Profile in Courage Award recipient for defending democracy.

Philip Perry is an American lawyer who served as a political appointee in George W. Bush’s administration.

He served as the Department of Justice’s acting associate attorney general, the Office of Management and Budget’s general counsel, and the Department of Homeland Security’s general counsel.

In Washington, D.C., he is a partner at Latham & Watkins. He h as handled cases before the United States Supreme Court, United States Courts of Appeals, and United States District Courts across the country.

He is well-known for his groundbreaking work in biotechnology litigation as well as his work on constitutional and federal regulatory issues.

Perry then moved to the White House in 2002 to serve as general counsel for the Office of Management and Budget (OMB), reporting to then-Director Governor Mitch Daniels.

Perry oversaw the White House’s clearance of federal regulations, mediated interagency disputes, addressed matters on the Department of Justice’s civil litigation docket, and drafted presidential executive orders.

President George W. Bush nominated Perry to be the Department of Homeland Security’s general counsel in April 2005.

Later that year, the United States Senate unanimously confirmed Perry. Perry oversaw over 1,500 lawyers as the DHS’s general counsel and advised Secretary Michael Chertoff and the White House on the Department’s legal and policy issues. 

Perry’s spheres of influence included, but were not limited to, people and cargo transportation, comprehensive immigration reform, and critical infrastructure such as chemical plants.

Liz Cheney is married to Philip Perry. Perry was born in the California county of San Diego. In 1986, he earned a Bachelor of Arts in English from Colorado College. In 1990, he graduated from Cornell Law School with a Juris Doctorate.
