At the age of seven, Arter joined Charlton Athletic’s youth program and began his professional career there.

He made his professional debut and lone appearance for Charlton on September 25, 2007, away at Luton Town in the third round of the League Cup after declining offers from other teams to stay with the club.

He replaced Svetoslav Todorov in the 86th minute as Charlton fell 3-1 in the extra period. He was soon given a diagnosis of persistent tendinitis in his Achilles, which ultimately ruptured, keeping him out of play for about a year.

He had trouble breaking into the first team after getting back in shape under new boss Phil Parkinson.

Arter and Parkinson got into a fight early in the 2008–09 season, with Arter claiming that Parkinson had “belittled” him by sending him on a trial with non–League team Staines Town before a brief loan.

Arter and his former Charlton teammate Aswad Thomas signed a one-year contract with Conference South club Woking on June 2, 2009, after being suggested by assistant manager Jimmy Dack, who had previously worked with Arter at Welling.

Arter had been waiting for a concrete offer to join AFC Wimbledon, but when Wimbledon didn’t get back to him, he accepted Woking’s offer.
